Bad clip?

Moony came to me with clipped wings. Last time I went out of town and took him to boarding, the man who worked there commented on how poorly his wings were clipped. I got Moony last July (2023) at three months old. He's almost a year now and I think he went through his first moult months ago, but his flight feathers remain the same. :( I plan on letting them grow out in hopes he can have a little more agency over his own life, he'll eventually lose them right? Can anyone tell me why this is a bad clip? (Note his wild side eye from behind his wing, lol)

Sometimes it’s really rough and takes absolutely forever to grow and molt it out. It’ll happen :) It took my cockatoo… gosh, probably 8 months or more - possibly closer to a year for all of them - for her flight feathers to come back in from a pretty bad clip.
