I suggest going out and trying to meet some birds to see what you like. I don't think either you are asking about are big talkers. Plus, even if a bird can talk it doesn't mean it will. Talking really isn't a good reason to get a bird. I also suggest looking to see what birds are available in your area. It's not always easy to find certain birds. I would also look into some online classes. I posted before about Sugar Creek Bird Farm offering some to learn about bird care.

Neither are usually big talkers, and playful is up to interpretation. My Jardine's chews through $50-$75 worth of toys a month, so he's playful in that regard. He also likes to scare my children and laugh about it, and throw water on the dog. So I guess it depends on your definition! He certainly had a lot of fun every day!

Depends on the bird. Mine rarely bites but he gives me a lot of warning before he would like to, so I can avoid it easily.

If you’re new to parrots I think it is good to read up on diet and training also. Training can help with a lot of behaviour issues and reinforcing desired behaviours. As parrots are not really domesticated like dogs and cats, what motivates them to behave can be a little different.
Also, it is good to be ready for potential “hormonal” periods, and the “do and don’t” of parrot ownership, especially what to do during those periods whereby they are more hormonal.
