Is he happy?

I was playing music for my dad's untame/not socialized 23 year old male Red Bellied Parrot. I have a clip of him dancing and chirping. I am assuming he was happy and was dancing to the music but there is a chance I could be anthropromorphising him.

He does seem to enjoy the music.
What you can do with that rope is take some scissors and trim the frayed stuff off. The possibility of a nail catching is real.
I'm guessing you may also be wanting to add a toy or two to the cage? I'm not sure if there is one on the lower left, I can't quite tell.
I'd add a small toy or two to see if he likes them (it takes them time to get used to new toys) they would be a benefit and give him some enrichment.

I have a small toy in there that I made outta Yucca Slices, Coconut Husks, Palm Bark, and a Bael Pod with Crinkle Paper, the rope is vegetable tanned leather. I plan on trying to make more toys like that!

He is definitely enjoying the music. It's great that you made him a toy and that you will be making more for him. You may want to add some more perches and a swing. Good suggestion by macawpower58 to trim that stringy "thing" if your dad won't let you remove it. It's not safe the way it is now. Is there a reason your dad doesn't want you to remove it?

My dad has named him "Evil" (I call him Levi)
He was originally meant to be a breeder male and was labeled as mean and stuff so my dad never worked with him. I'm told he's an aggressive mean little bird.

Aw, that's too bad. My first parrot was mean and a biter to begin with, but she just needed time to feel safe and to trust again.

I hope your dad can give this guy a second chance, or allow you to help him if you have the capacity.
