I need help finger training my budgie outside of her cage

I got a new budgie Cici as a friend for my other budgie Lulu. Cici has not been finger-trained and is still a little young. I've had her for about two months now, and she LOVES Lulu. The feeling is mutual. She is finger-trained now, but only if she is inside the cage. This is a problem, because Lulu likes to fly around the room once or twice a day, and Cici ends up joining her. Lulu has learned to fly back to the cage, but Cici has not. Cici will land either on the floor or my bed and will make no effort to get back to the cage. She won't hop on my finger if she is outside of the cage, or even on top of it and I end up having to chase her down with a bucket. I don't want to clip her wings, but I'm seriously considering it now. How to I fix this?

Have you tried target training with her? There are some good youtube videos on it. Treats can work wonders. Does she like millet spray? You can also try to coax her back in with millet. Chasing her is going to break her trust and clipping her wings will just cause more problems because I believe she'll try to fly after your other bird still and just hurt herself because she can't fly. Plus, it's really better mentally and physically for a bird to be flighted.

You could also perch train this. Budgie by holding a perch in your hand along with a treat.

Try luring her onto your finger with a stick of millet spray!
