I think my cockatiel ended up laying a egg without a shell she was away from her eggs and on my Budgies Cage and layed it off the edge and it broke I tried feeling if and I didn't feel a shell I think it's just the soft part around it and maybe a very thin shell and she has a mineral block which I've seen her eating she has layed a egg that broke before but it stayed the shape and wasn't like this one at all

Yep abnormal soft shell. Mineral block isn't enough. Veggies are a great source, I think boiled egg shells work , mine will crunch them up. ( correct me if they can't absorb that)
Pellets
You might need vet prescribed calcium supplement. I would get in contact with your vet

These soft shelled eggs can easily lead to egg binding or infection as they can leak inside them while trying to pass . Both are life threatening emergency

Sure looks like your bird is low on calcium. You need to deal with this ASAP.

I'd suggest crushed chicken egg shells. You can let them halved. Wash them well with water. Drain & then place on parchment lined baking sheet. Bake at 250 degrees for about 20 minutes. Let cool & crush into small pieces about 1/4 inch in size. I just wrap a few in 2 layers of paper towels, fold over & smoosh with base of hand. If that doesn't help you can buy calcium supplements for parrots.

A liquid kind is ""Morning Bird": https://www.chewy.com/morning-bird-...MI_87WxJbCggMVNklHAR1t4g97EAQYAiABEgK5Q_D_BwE

There is also Morning Bird powder version: https://www.chewy.com/morning-bird-...MI_87WxJbCggMVNklHAR1t4g97EAQYBiABEgLR-_D_BwE

Remember that your bird needs vitamin D3 to be able to absorb the calcium from the supplement or veggies.
So either find a supplement that has both, or find a second supplement for the D3.
