I would consider getting some dummy eggs and also booking an appointment with the Avian vet- tiels are often known to be chronic egg layers and sometimes need vet intervention to help settle the issue down.
There are tips in the following link and some info too. Make sure you have followed all tips to settle the laying down- cage moving, careful with how and where you touch, other factors like hiding holes removed etc. Chronic Egg Laying in Birds | VCA Canada Animal Hospitals.

I have the dummy eggs already for her she was brought to the vet last year due to chronic egg laying and and the vet told us to put her in her Cage and cover her at 7:30 and get woke up at 10:30 which we have been doing and I only Pet her head and we don't really have anywhere else to put her cage

I would be speaking to the vet again and let them know that you are back in the same position as last year and the increase in sleep hours has not solved the problem.

Have you completely rearranged the cage, moved the cage to a new location and made sure there are no hiding spots in the cage or anywhere else she has access to?

They generally wont want to lay and get all ready for babies if they do not have conditions right so making them a little uncomfortable by moving them and changing up their home is often a big help too.

Diet can be another tactic. You may want to talk with your vet of any changes you could do. For example adding a much higher amount of green veg and using more foraging toys for higher calorie foods. If she is occupied with eating/foraging she will have less time for nesting.
