So I have an 8 year old african gray Leo! Recently i noticed two gray flaps inside his nostrils. They looks almost blocked, so it got me worried that how was he even going to breath??? I am not sure if this is their normal anatomy. I am hoping somone her can give me insight on if this is somehging i should worry about. He is not having any problems breathing, nor there is any discharge. Leo is very playful and active fully of energy.

It's normal. It's the powder he makes to coat his feathers. I would suggest when you give him a shower or bath try to do a quick spray, or two, across his nares to rinse it out.

Thank you all for the response, I thought that the Nares were suppose to be empty, and Leo had plugged up nostrils. Never know about Operculum. This puts my mind at ease. I have been putting him in the shower and run the steam for like 15 minutes for the past 2 days. Hopefully that will help clean it out a bit, I will also try to lightly mist his nostrils next time he baths.
