3 week baby lovebird with caked on formula

Hello, when I got my bird from seller, it had lots of caked on food spots. They said to trickle water into feather if I want to get food off so I did. I ended up with wetness all around neck and upper part of feathers. I don’t think I was able to get too much of it off. And now that it’s drying, baby is uncomfortable. help me please?!

Wet cotton balls with warm water and gently wipe the area. May have to do it a few times and space it out so your lovebird doesn't get stressed.
